Problem:
Conflation of 1️⃣&2️⃣

Solution:
Stop using ‘county’ to mean ‘admin zone’ & tweak admin names accordingly.

How can a man imprisoned for 17 years falsely be charged for his stay when released from prison. He didn’t ask to be in prison, he hadn’t done anything wrong it was a dreadful mistake by the authorities. If he had been guilty and released he wouldn’t have to pay for his bed and board. Has the world gone mad !!
