Finally, the United States is waking up 🚨

Representative Ted Lieu just drew a crystal clear red line, and it matters more than most people seem to realize.

“If any military member, from the generals on down, participates in using force against Greenland without congressional authorization, they are following illegal orders.”

That is not rhetoric. That is the law. And he is putting everyone on notice.

This is how a constitutional system is supposed to work. Civilian control. Congressional authority. No freelance militarism because a president feels impulsive or humiliated or bored. Orders that violate the Constitution are not orders. They are illegal commands, and obedience is not a defense.

What I like here is the timing. This is not said after the damage is done. It is a preemptive warning. A flare shot into the sky saying: think very carefully before you cross this line.

For years, too many people in Washington treated norms as vibes and laws as suggestions. This is a reminder that the system still has teeth if people are willing to use them. And that responsibility does not magically disappear when you put on a uniform.

More of this please. Clear boundaries. Plain language. Zero ambiguity. That is how you stop bad ideas before they turn into irreversible disasters.

Explanation of a NO vote on the 2026 Bicameral Committee Report

I vote NO to the Bicam Report on the 2026 National Budget.

While the transition to a livestreamed Open Bicam is a historic step toward transparency, transparency alone is not reform. Transparency becomes hollow when what it merely broadcasts is the return of opaque, discretionary, and patronage-driven spending.

Partial or selective transparency, when used to fool than to enlighten, is even more dangerous than pure opaqueness.

The core of my dissent is straightforward.

First, Unprogrammed Appropriations. Or the continued existence of Unprogrammed Appropriations

The Bicam adopted the House version of Unprogrammed Appropriations amounting to ₱243 billion, disregarding the Senate’s effort to reduce it to ₱174.5 billion. But this is not merely a question of amounts. UAs should not merely be reduced or zeroed, they should be removed entirely. UAs have no place in the GAA.

As Supreme Court Associate Justice Ramon Paul Hernando explained in his separate concurring and dissenting opinion in Pimentel, at al v. HOR, et al, or the Philhealth Consolidated Cases, UAs are constitutionally baseless: they lack definite revenue sources, skirt constitutional safeguards, and surrender Congress’ power of the purse to executive discretion.

Second, the explosion of discretionary or “soft pork", so-called.

The Bicam authorized patronage-heavy programs at levels even higher than those in the House GAB:

AICS increased to ₱63.9 billion;
MAIFIP increased to ₱51 billion;
TUPAD increased to an estimated ₱22 billion.

Yes, this GAA offers a General Provision prohibiting political involvement and influence in the distribution of such forms of cash and other financial assistance, but is this General Provision enough? Sa eleksyon, ipinagbabawal din naman ang mga politiko at ang mga tarpaulin nila sa mga ayuda distribution events, hindi ba? Yet just one online search would reveal multiple violations.

While we wait to see if this new General Provision truly eliminates patronage in these programs, why are we allowing them to balloon in the meantime?

Finally, the surge to P12 billion of Confidential and Intelligence Funds.

Confidential and Intelligence Funds increased by ₱1.049 billion from the NEP to the final Bicam report. Such funds were even given to agencies with no primary security mandate. Bakit binibigyan ng “secret funds” ang DENR, DSWD, BIR, at ang Bureau of Customs? Bakit maging ang ARTA, na dating zero (0), biglang nagkaroon ng ₱6.7 milyon?

Worse, these allocations were never deliberated upon during the livestreamed sessions of the Bicam. The amendments amounting to ₱1.049 billion were not even included in the summary of amendments provided by the Bicam at all!

Kung ang mahahalagang usapan ay napupunta sa side discussions at off-the-record caucuses, at kung walang real-time access sa dokumento, ang taumbayan ay nananatiling nasa dilim.

We cannot credibly call this a People’s Budget when billions are hidden in unprogrammed funds, discretion is expanded without restraint, and political accommodation is prioritized over constitutional discipline.

And for genuine accountability to the Filipino people, I vote NO.

The Philippine Navy recently caught Chinese Fishing Militia putting Cyanide in the water near the BRP Sierra Madre at the Second Thomas Shoal.

The incident that was recorded on camera demonstrates the brutality & destruction meted out by the Chinese Fishing Militia inside Philippines's waters.

Chinese vessels are wreaking havoc inside Philippines's waters. China Coast Guard & the Chinese Fishing Militia have already destroyed thousands of acres of Coral reefs. China's illegal fishing activities have almost depleted Philippines's own fishing stock.

The illegal Chinese vessels that do not care about other nations' territorial sovereignty & carry out China's Gray Zone Warfare in the name of fishing must be treated as Pirate Boats. @RealTonySLee @supbrow @RommelFLopez
