"The only extra funding expected in the budget is a one-off temporary payment to help with winter pressures" - The Times reports

A lecturer at the University of Surrey says he should start his next in-person lecture sat under his desk after none of his students turned their cameras on for an online class.
Have to feel for his ministers who are being sent out to defend the half-cocked. It's often a source of irritation that sours relationships between No. 10 and wider government:

Final reports of @theIFS annual Green Budget now out!
The punchline: the economic situation has worsened since spring and the main challenge will come from inflation eroding departments’ budgets & squeezing public services rather than falls in ‘headroom’

Sometimes as a parent you think you will be in screaming soft plays forever but now suddenly every weekend my son demands to go the pub and watch the Premier League and it’s just… amazing.

Andy Burnham has rejected a plea from the health secretary for more money for NHS pay in a sign of tension between cabinet ministers before the budget
Yvette Cooper requested hundreds of millions of pounds in extra funding from the Treasury for a pay deal for nurses and to free up resources for frontline care, amid warnings that the government will miss its signature waiting times target
But in a highly unusual move, Burnham and John Healey, the chancellor, have jointly written to Cooper to reject the plea, telling her that the pay rise will have to be funded within the NHS’s existing budget
One Whitehall source said that this meant that existing health budget allocations would now have to be reopened, piling pressure on hospitals as winter approaches
However, another said that the NHS had to “live within its means” and accused the department of failing to make the efficiency savings it had promised when it received a record £29bn funding boost in the last spending review

Will @georgegalloway keep his deposit?
We actually laid some money here on YES, having opened at 5/1. This was backed into 11/4 at close of play, with the betting suggesting this could be closer than we initially thought
In the end, a cosy victory for NO backers

Labour mayors are revolting against Andy Burnham’s plan to give them control over water companies.
Several mayors have made it known to No10 that the PM’s plans for regional water boards — revealed in @telegraph and confirmed in his speech last week — would put them “in the firing line” for underperformance.
Sources close to the discussions say some mayors would rather be left out of one of the most politically toxic issues in Britain.
It’s the first sign of trouble for Burnham’s wider devolution agenda on water.
What happens when you give people more power but they don’t want it?
