I hear you my brother but two things , the law that made these provisions was made over a decade ago, I am shocked you are getting to know about it now , point the blame right where it belongs.
Two, many Ugandans share your sentiments about the cost of Public administration with many questioning the relevance of an RDC and why the tax payer must buy for them a car , pay a driver and accord them soldiers as guards , but it is a debate we need to have as a nation.
