Taken literally, “there are barely any gay bars outside the West and maybe South America” is not true.

There is a significant distinction, though: gay bars are much more geographically concentrated in countries and cities where LGBT people can operate openly and where nightlife businesses can identify themselves publicly as LGBT venues. In countries where homosexuality is criminalized or heavily stigmatized, dedicated gay bars may be rare, underground, periodically closed, or effectively nonexistent.

Some clear counterexamples outside what is normally called “the West”:

East and Southeast Asia: Tokyo, Osaka, Bangkok, Taipei, Seoul and Singapore all have identifiable LGBT nightlife scenes. One current Asian LGBT-nightlife directory lists 220 venues across 10 Asian cities, including 53 in Seoul, 45 in Osaka, 30 in Tokyo, 27 in Bangkok and 25 in Taipei.
Middle East: Tel Aviv has an unusually substantial LGBT nightlife scene for the region, including dedicated gay venues and recurring LGBT club nights.
Africa: Cape Town has a recognizable gay nightlife district centered around De Waterkant, with multiple gay bars and clubs.
Australia: Sydney and Melbourne have long-established LGBT nightlife districts and numerous gay/queer bars and clubs.

So a more accurate version of the statement would be:

“Dedicated gay bars are much more common and visible in the Americas, Western Europe and certain major cities elsewhere; across much of Africa, the Middle East and parts of Asia, openly gay bars are substantially less common.”

That's a defensible generalization. But “barely any outside the West” overlooks some very large gay nightlife scenes, particularly Bangkok, Tokyo, Taipei, Seoul and Tel Aviv.
