La mayoría de los sitios gubernamentales corren sobre PHP. Al menos ~152 instituciones con evidencia de PHP por fingerprints de CMS, headers y endpoints, de las cuales:

135 están en WordPress (incluye prácticamente toda la red de municipios *.municipios.gob.pa, SENACYT, SINAPROC, Migración, Superseguros, Zona Libre de Colón, UDELAS, Tribunal de Cuentas, MEF, entre otros).
5 en Drupal (MINSA, AAUD, Superintendencia de Bancos, Universidad de Panamá, Hospital San Miguel Arcángel).
4 en Joomla (Registro Público todavía en PHP 5.6.39, Autoridad de Pasaportes, MOP y Archivo Nacional).
Varios custom o PHP puro (DGI, Aeronáutica Civil, Lotería Nacional, UNACHI en PHP 8.0, SIACAP en PHP 8.2, UMIP en PHP 5.6).
El problema no es solo la cantidad ni el CMS. Varios sistemas siguen en versiones de PHP que llevan años sin soporte; la superficie de ataque es considerable. Es un desastre en potencia que requiere mitigación inmediata

My hypothesis, after months of building with agents every day.

Software work has three parts. Deciding what to build. Building it. Checking that it works.

For decades the middle part was the expensive one, so we organized everything around it. Job titles, team sizes, estimates, how agencies charge.

Agents are collapsing the middle. The two ends aren't getting cheaper at all. If anything they matter more, because a bad decision now gets built in an afternoon.

So the valuable person is whoever owns the ends. I call that person a product builder.

I agree with the superintelligence naming. While a calculator can’t reasonably be considered intelligent, neural network inference is much closer to our own information processing, without the agency that makes us human. Interesting times.
