1) Balance in share of immigrants from each country (caps)
2) Balance in distribution of those immigrants among local population (boiling pot)
In absence of the former, you end up with too many people of one or two ethnic groups often from overpopulated countries. In absence of the latter, you wind up with a bunch of warring tribes, not a unified population.
