Then whoever makes the test, gets to decide who votes. The best test is simple - if you can support yourself in todays society, you have what it takes. In other words, if you depend on others, you don't. That's the most objective standard of mental capacity.
There could also be a fee of 1% of your taxable income, or perhaps a similar tax-credit if you don't vote. That would weed out people who don't really take the privilege seriously, and who'd rather just save some money in taxes.
That’s a lot of trust to put in a centralized entity. More centralized redistribution just means more middlemen becoming powerful by proximity to cash flows, and we really need a way around it.
Maybe the best use case for something like ethereum using contracts? The system could be built by elected administrators but daily operations would be automated, and more importantly introspectable by everyone.
