Zulum Dismisses Claims of Favoring Candidates for APC Congress
@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, has firmly dismissed rumours circulating that he has anointed individuals for executive positions in the forthcoming All Progressives Congress (@OfficialAPCNg) party congresses.
In a statement by his Special Adviser on Media, Dauda Iliya, the Governor described the claims as the handiwork of mischief-makers seeking to cause disaffection within the party.
Governor Zulum emphasised that he has not in any fora endorsed any candidate for any party position, whether in Gwoza Local Government Area or any of the state’s 27 local government areas.
“Let me categorically state that I have not anointed any person for the position of Chairman or Secretary of APC in Gwoza local government in the forthcoming party congress. I wish to also stress that I have not anointed any person for any position in the APC congress in any of the 27 local government areas,” Governor Zulum stated.
He further called on party members to disregard the false information, saying, “I am calling on our party faithful and supporters to disregard the rumour as it is a calculated attempt to create disaffection and derail the party from its trajectory.”
The Governor instead urged party stakeholders to continue constructive consultations aimed at identifying credible candidates to be fielded for all party positions.
Gov. Zulum’s N100 Billion Security Investment Speaks Louder Than Critics

When Governor Babagana Umara Zulum stated that the Borno State Government has spent over ₦100 billion on security in 2025, as reported during his visit to Uba by Daily Trust, it was a statement of fact—not an exaggeration, not propaganda. Yet, predictable voices have chosen to raise eyebrows, question figures, and attempt to cast doubt on an investment that is not only justified but clearly reflected in the improved safety across the state.
The question that must be asked is simple: Do these critics truly understand the cost of securing a frontline state like Borno? Or are they deliberately ignoring the reality that state governments today now shoulder enormous security responsibilities that go far beyond conventional budgeting?
The era when the Federal Government alone handled all aspects of security logistics is long gone. Today, Borno State Government directly funds and supports security operations through: procurement of operational and armoured vehicles, provision of fuel and logistics, welfare and allowances for troops and security personnel,
construction and rehabilitation of security formations, support for intelligence and surveillance operations, and care and support for families of fallen heroes.
All these come at a colossal cost. Security is no longer cheap, especially in a state that has remained at the epicentre of insurgency for over a decade.
Indeed, the large security vehicles procured within the last ten months alone represent only a fraction of the massive security assets acquired under Governor Zulum’s administration. Beyond the visible equipment are numerous other sophisticated security hardware and operational tools which, for strategic and security reasons, cannot be publicly itemized.
However, the people of Borno do not need to see every asset listed to feel their impact. The evidence is all around us—in improved safety, faster response to threats, stronger security presence, and growing confidence among citizens.
No matter how much Governor Zulum invests in security, one truth remains indisputable: the investments are visible, measurable, and deeply felt by the people of Borno and visitors alike. Markets are reopening. Farmers are returning to their fields. Communities once deserted are slowly breathing again. These are not media impressions; they are lived realities.
It is therefore unfortunate that some persons prefer to play politics with security, attempting to downplay genuine sacrifices made to safeguard lives. No amount of campaign of calumny will prosper against Governor Zulum, because his actions continue to speak louder than the noise of detractors. Every patrol on the highway, every secured community, every successful military operation supported by state resources is a clear testament to purposeful leadership.
Governor Zulum has consistently demonstrated that security is not an area for lip service or shortcuts. He understands that peace is the foundation upon which development rests—and he has chosen to invest heavily in that foundation, regardless of the cost.
The people of Borno understand this reality better than anyone else. They see the security presence. They feel the difference. They experience the renewed sense of hope. That is why Borno stands firmly behind Governor Zulum, confident that his leadership is guided by sincerity, courage, sacrifice, and tangible results.
Security is expensive—but peace is priceless. And today in Borno, that investment is gradually restoring stability, dignity, and the promise of a safer future.

@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, on Saturday, addressed troops of 25 Task Force Brigade of Nigerian Army, declaring the state's and its people's support for their relentless fight against Boko Haram/ISWAP insurgents.
The governor, speaking at a front-line military base in Damboa, sympathised deeply with the officers and soldiers, acknowledging the immense personal sacrifice and hard work they put in daily. He commended what he described as their "giant effort and supreme sacrifice" in the ongoing battle to secure Borno State and protect civilians from the threats of Boko Haram and Islamic State West Africa Province (ISWAP).
Zulum stated, “On behalf of the government and good people of Borno State. We are here in Damboa purposely to commiserate with you over the recent setback which claimed the lives of some of your colleagues.
It is an unfortunate event, and I want to extend my condolences to you and the families of all the officers and men of this brigade who lost their lives while discharging their duties. We pray to Almighty Allah to heal those injured in action as soon as possible.
For those of you who are still alive and healthy, we pray that God will protect you, give you the vision and strength to carry out your duties effectively. You have been doing very well. We have acknowledged your support and would like to commend you.
I want to once again sympathise with you on behalf of the government and good people of Borno State, and to assure you that we will do everything possible within the resources available to us to support your mission and vision to end the crisis.”
The governor was received by the Brigade Commander of 25 Task Force Brigade, Brigadier General Igwe Patrick Omokeh.
The visit was part of Zulum’s tour of communities in southern Borno. Earlier in the day, the governor met with grieving families in Chibok, where he commiserated with them over the loss of lives and property, offering condolences and immediate relief to those that
lost properties.
During the Chibok meeting, the governor announced concrete measures to protect lives and property. He noted that the state government, in collaboration with the federal government and security agencies, is implementing enhanced measures to protect vulnerable communities against future attacks.
“We are here to offer our condolences over what happened these past days in Chibok general area, especially to those who lost their lives. The situation is painful. We are here to show our sorrow over what happened.
Death comes at its appointed time. We offer you our condolences and assure you that, God willing, the issue of insecurity in Chibok will be resolved. We will provide a permanent solution and put an end to it.
We will take action. Please be patient. Our thoughts are with you, and one thing that made me happy is how you have remained calm and stayed in your communities despite everything,” Zulum said. The governor announced financial assistance of N1 million to the bereaved families and N500,000 to those whose properties were destroyed during the recent unfortunate attacks.
One Month Without Baba Buhari

Through his leadership, he not only shaped the destiny of our country but also shaped the character and convictions of those around him. Zulum announces N1 Billion support to UMTH for Kidney Transplant
@BornoGovt State Governor, Professor Babagana Umara @Zulum, has announced a N1 billion financial support package for the University of Maiduguri Teaching Hospital (UMTH) to facilitate kidney transplants for underprivileged patients from the state.
Demonstrating immediate commitment, Governor Zulum authorised an initial deposit of N250 million to cover transplants for 50 indigent patients.
The governor made the announcement during the 110th General Meeting of the Committee of Chief Medical Directors and Medical Directors of Federal Tertiary Institutions in Nigeria, alongside the commissioning of epoch-making projects at UMTH.
He confirmed that the remaining N750 million would be disbursed in three instalments.
"I am pleased to announce that Borno State government will deposit the sum of N250 million to support the kidney transplant of 50 patients. I am ready to contribute N1 billion as government’s contribution towards supporting the less privileged indigenes of the State ," Zulum stated.
"The Borno State government, therefore, pledges to support this initiative and is ready to provide all the partnership required to sustain the provision of kidney transplant to less privileged patients at UMTH. This is only the beginning—I promise to do even more," he added.
Governor Zulum commended UMTH for its strides in specialised healthcare, particularly its recent successful kidney transplants.
"I was told both the patients and donors are doing very well. Indeed, this is a landmark achievement and a great relieve to patients most importantly to those who cannot afford the cost of transplant," he remarked.
Speaking on the State Emergency Medical and Ambulance Services (SEMAS), the governor confirmed that ten new fully equipped ambulances would be deployed across health facilities by the week’s end. This, he stressed, would bolster the Maternal and Newborn Mortality Reduction Innovation Initiative.
"As a government, we pledge our full support for the sustenance and scale-up of the Maternal and Newborns Mortality Reduction Innovation Initiative programme. We view it not as a standalone initiative, but as a critical complement to our broader health reform agenda,".
"We are committed to ensuring that Maternal and Newborn Mortality Reduction Innovation Initiative succeeds in providing comprehensive antenatal care, emergency obstetric services, skilled birth attendance, postnatal follow-up and routine immunisation to protect our children from preventable diseases," he stressed.
Minister of Health and Social Welfare @Fmohnigeria, Professor Mohammed Ali Pate, lauded Governor Zulum for fostering collaboration between state and federal governments to deliver equitable, affordable healthcare.
"Governor Zulum exemplifies teamwork by working closely with the federal government to enhance healthcare quality and accessibility in Borno," Pate said.
Chief Medical Director, University of Maiduguri Teaching Hospital, Professor Ahmed Ahidjo acknowledged the state’s N500 million intervention following the 2024 floods, had helped to restore critical services, including the renovation of Trauma and Kidney Centres, procurement of medical consumables and the reactivation of oxygen plant.
The event was attended by dignitaries, including the Minister of Health and Social Services Prof. Mohammed Ali Pate, National Assembly members, Ambassador Babagana Kingibe (GCON), the Shehu of Borno, Alhaji Dr. Abubakar Ibn Umar Garbai El-Kanemi, Head of Civil Service of the Federation, Dr. Esther Didi Walson-Jack, former deputy governor, Hon. Usman Mamman Ndurkwa and over 70 Chief Medical Directors and Medical Directors.
Again: Zulum nominated for African Governors Award
@BornoGovt State Governor Babagana Umara @ProfZulum was nominated to receive the African Governors' Excellence Award for 2025.
Mr Idahosa revealed that the prestigious event will celebrate visionary leadership, exceptional governance, and impactful development initiatives by governors across Africa. He said the award recognises commitment to sustainable socio-economic transformation in their respective regions and states.
Zulum will receive the award alongside other African Governors in Paris at the event on August 19. The vice-chairman of the selection committee, Idahosa Osamahze, stated in a news brief.
It can be recalled that Zulum received the Forbes Magazine African Leadership Award in New York, United States of America, in 2024.
Idahosa emphasised that the award is to promote excellence in public service, encourage innovation in governance, and foster best practices in leadership for Africa’s socio-economic advancement.
According to him, Sheriff Oborevwori, Uba Sani, Hope Uzodimma of Imo, and Abdullahi Sule have been nominated for the award.
He said the nominated governors from Egypt are Abdel Amara, Kafr El Sheikh; Amr Hanafi, Gamal Nour El-Din, and Khaled Fouda.
Mr Idahosa added that Hillary Barchok, George Natembeya, Mohamed Adan Khalif, and Jeremiah Lomorukai were picked from Kenya.
He also said, “These governors exemplify what leadership with vision, integrity, and purpose can achieve. Their work is changing lives, fostering prosperity, and inspiring a new generation of public servants across Africa.”
According to Mr Idahosa, the Paris ceremony is expected to attract high-profile dignitaries, development partners, diplomats, and stakeholders from across Africa and Europe.
He also noted that there shall be keynote addresses from global policy leaders, panel discussions on sub-national governance innovation, and networking sessions to foster intergovernmental collaboration.

President Tinubu has submitted a request to the Senate for authorization to borrow 21.5 billion dollars, EUR 2.1 billion and 15 billion yen. It also seeks a grant of 65 million euros.
President said in a letter: “In the light of the removal of the fuel subsidy and its impact on the national economy, approval is called for the borrowing plan, which amounts to USD 21,543,647,912, and EUR 2,193,856,324.54. And in Japanese Yen, 15 billion Yen and grant of 65 million, respectively.
“This initiative aims to generate employment, promote skill acquisition, foster entrepreneurship, reduce poverty, and enhance food security, as well as to improve the livelihoods of Nigerian. Majority of these projects and programs will be implemented across all 36 states and the Federal Capital Territory.
“In light of the significant infrastructure deficit in the country and the power of financial resources needed to address this gap amid declining domestic demand, it has become essential to pursue prudent economic borrowing to close the financial shortfall.
“These funds will primarily be directed towards critical infrastructural projects, including railways, healthcare among others. Given the market nature of these needs and the importance of stabilizing the economy, it is crucial to seek the consideration and approval of the House of Representatives for the 2025-2026 External Borrowing Plan.
“This will enable the government to fulfill its obligations to the Nigerian people through timely disbursement and effective project implementation.”
