The proper way to read the 14th amendment is quite simple. People who were slaves in the United States and are now free are hereforth citizens of these United States. This amendment is only to clear up our mistake of enslaving then leaving people stateless. Moving forward the clear understanding of what makes you an United States citizen is born to at least one citizen of the United States no matter the location on earth this takes place. Second option is you come to United States and become naturalized. Additionally a United States citizen shall never have dual loyalty. If you have citizenship in another country then you must denounce that citizenship or denounce your citizenship of these United States.

Then after that draft up and pass a new amendment that simply says "only citizens of these United States can own land in these United states" if you want to somehow add territory's to that list then fine.
