The Biden Administration was obviously right to enact a bipartisan policy of export controls that (successfully) ensured these new cyber capabilities would be in American hands first -- the better to use it to secure our own critical infrastructure before adversaries get it.

That is a direct benefit of export controls for the American people. Every day, they unknowingly, use water, power, gas, telecom, and transportation systems that have been compromised by PRC cyber actors (among others). This now helps us ensure those systems are secure.

Those saying we should share this capability forget companies like Microsoft already shared pre-patch vulnerability information with Chinese companies, who were required by law to pass it to the MSS, who then weaponized it against us before we patched, harming Americans.

People raised this issue for years. I testified about it in 2024. Microsoft actually wrote reports about it too. Finally, Microsoft stopped sharing that information in 2025 with the PRC.

Why would sharing Mythos, as some suggest, or allowing our most exquisite chips to go to China, be prudent?

I strongly support dialogue on AI with the PRC. We started it under President Biden. By the way, starting it did not require unilateral concessions, nor should it now.

And in the mean time, the right approach is to use our lead to harden ourselves for a world of AI-enabled cyber offense.
