@almurray@thetimes I think ferment is correct. As a noun it means agitation or turmoil, so a party is “in a state of ferment”. “Foment” a verb meaning to stir up, and it takes an object: one foments rebellion or discontent. The plotters foment unrest, and the party is in ferment as a result.
