This article exposes the failure of Australia's nicotine policy.
On one hand, we're told the crackdown is working because shops are closing.
On the other, we're told sellers have simply moved online, to home delivery networks, WhatsApp groups, private residences, hairdressers, tyre shops and countless other channels.
That isn't a market disappearing. That's a market adapting.
Even the researchers quoted acknowledge there will "always be a level of illicit trade", while the convenience sector reports customers briefly returning to legal products before quickly shifting back to the black market.
The reason is obvious.
Demand hasn't disappeared.
People still want nicotine.
When legal cigarettes cost three, four or five times more than illicit products, and access to regulated safer alternatives remains heavily restricted, consumers will continue finding other sources.
The article also highlights another uncomfortable reality: tobacco tax revenue is projected to collapse from around $16 billion to just $2.1 billion by 2030.
At some point policymakers need to ask whether they are winning a public health battle or simply pushing the market further underground.
You cannot enforce away consumer demand.
And you cannot keep celebrating seizures and shop closures while simultaneously admitting the black market keeps evolving and expanding.
That isn't success.
It's a sign the underlying policy settings remain fundamentally broken.
