But I don’t know of any other state that had a scheme where, based on just merit + income, the government paid tuition and hostel fees even if you studied anywhere in India.

One of the best state government schemes I’ve seen was MP’s Mukhyamantri Medhavi Vidyarthi Yojana (MMVY).

All of you must have heard about the Kejriwal transforming govt schools in Delhi, even if he actually didn't. That's how marketing works, make enough noise, even if you don't do the work, and people will believe that you did.
Madhya Pradesh is the exact opposite of that. Good things are happening here, but because the state doesn't project or advertise them loudly, only the negative news gets out, creating an impression that everything happening in the state is bad.
For example, check out the Sandipani Vidyalaya initiative aimed at overhauling govt schools. Instead of simply throwing funds at infrastructure, the overhaul focuses on building high-tech digital classrooms, providing free bus transportation for kids from remote villages, and deeply investing in academic leadership. They have equipped school principals with structured operational handbooks, trained thousands of teachers with modern pedagogical tools, and set up 368 schools that currently serve over 4.4 lakh students.
The results from these efforts are impressive. Over the last four years, Class 10 board pass rates at Sandipani Vidyalayas jumped from 68.2% in 2022–23 all the way up to 88% in 2025–26, alongside a more than 28% increase in students graduating with first-division honors. Similarly, Class 12 pass rates shot up from 59% to 87% over the same period. In 2026 alone, 41 Class 10 students and 17 Class 12 students across all streams secured positions on the State Merit List. Even in the Tribal Affairs Dept's Sandipani schools, Class 10 and 12 pass rates hit an impressive 89.54% and 85.72%, respectively. And best part, zero drop rate.
Building on this success, they are now planning to open another 405 schools in Phase 2. Seeing govt schools deliver such measurable academic growth without all the usual political noise is great. Hope this momentum keeps going!
