Adrian Vermeule’s “integration from within” should concern every constitutional conservative.

In his 2018 essay, Vermeule argued that postliberals should enter the institutions of the existing order, become “elite administrators,” occupy the “commanding heights of the administrative state,” and use that power to move the country toward a postliberal regime.

That is entryism.

This is not ordinary conservatives winning elections and appointing people to carry out the policies voters chose. Vermeule is describing something much more radical: using unelected administrative power to transform the constitutional order from inside before the argument has been won with the American people.

Constitutional conservatives have spent decades warning that the administrative state has become too powerful, too insulated from elections, and too willing to impose ideological priorities through bureaucratic rules. Vermeule does not want to dismantle that machinery or restore power to Congress and the states. He wants postliberals to capture it and use it for their own definition of the “common good.”

In other words, the problem is no longer unelected bureaucrats imposing morality from above. The problem is merely that the wrong bureaucrats are doing it.

That is not constitutional conservatism.

Our system does not rest on finding perfectly virtuous rulers and handing them enough power to shape everyone else. It rests on the biblical and constitutional recognition that every human being is fallible, including the people who believe they know what is best for the rest of us. Power must therefore be divided, limited, and kept within its proper jurisdiction.

Vermeule’s strategy reverses the proper order of republican government. Instead of persuading the people, winning their consent, and governing within constitutional limits, postliberal administrators gain institutional power first and then use regulations, incentives, defaults, and “nudges” to move the public toward an order it never clearly chose.

The left has used the administrative state this way for decades. The constitutional conservative answer is not to seize the same weapon and point it in the opposite direction.

It is to take the weapon away.

Persuasion first. Consent first. Constitutional limits always.
