1/6 مالی سال 2024-25 اور 2025-26 میں وزیراعلیٰ بلوچستان سیکریٹریٹ نے صرف تفریح، تحائف اور پروپیگنڈہ ورکشاپس کے لیے بجٹ میں ہوشربا اضافہ کیا۔
تفریح و تحائف کی مد میں مختص رقم کو 40.5 کروڑ روپے سے بڑھا کر 118.3 کروڑ روپے کر دیا گیا یعنی تقریباً تین گنا اضافہ۔

جبکہ کانفرنسز اور ورکشاپس کے لیے دو کروڑ روپے مختص کیے گئے، جنہیں تین سرکاری ذرائع کے مطابق آن لائن اور آف لائن پروپیگنڈہ مہمات پر خرچ کیا جا رہا ہے۔
یہ پیسہ خاص طور پر براق ڈیجیٹل جیسے پلیٹ فارمز پر حکومت کے بیانیے کو پھیلانے کے لیے استعمال ہوتا ہے۔

دلچسپ بات یہ ہے کہ چونکہ بلوچ نوجوان اس نوع کے ریاستی پروپیگنڈے سے متاثر نہیں ہوتے، اس لیے ان مہمات کے نہ صرف محرکین غیر بلوچ ہیں بلکہ سامعین بھی زیادہ تر غیر بلوچ طبقے سے تعلق رکھتے ہیں۔

یہ ڈیجیٹل پروپیگنڈہ اور ’پروپیگنڈہ کانفرنسیں‘ درحقیقت سرفراز بگٹی کے وزیراعلیٰ بننے کے فوراً بعد شدت اختیار کر گئیں۔
صرف ایک ماہ بعد، 19 سے 21 اپریل 2024 کو کوئٹہ میں ایک پرتعیش کانفرنس منعقد کی گئی جس کا مقصد ریاستی بیانیے کو فروغ دینا اور جبری گمشدگیوں پر ہونے والی تنقید کا توڑ کرنا تھا۔

اس تین روزہ ایونٹ پر 2 کروڑ 80 لاکھ روپے خرچ کیے گئے۔

اس تقریب کی منصوبہ بندی اور میزبانی حکومتِ بلوچستان کی سابق ترجمان اور مو��ودہ ایم پی اے فرح عظیم شاہ نے کی۔
اس تقریب کو "بلوچستان کا سافٹ امیج" اجاگر کرنے کے نام پر پیش کیا گیا، مگر اندرونِ خانہ مقصد لاپتہ افراد کے معاملے کی نفی کرنا تھا۔ اسی بات کا زکر سرکاری دستاویزات میں بھی موجود ہے۔
