During the 1990s and early 2000s, when active political processes were taking place — such as the Oslo process and diplomatic negotiations under the governments of Rabin, Olmert, and Barak — public support for a two-state solution was relatively high, ranging around 55%–65%. The very existence of a political horizon, together with political leadership that recognized the possibility of an agreement, created broad public legitimacy for such a solution. By contrast, since 2009, with Netanyahu’s return to power and the effective disappearance of a political process, a continued decline in support is evident.
