I am pleased to attend the Inaugural Africa regional convening on parliament and legislation #afripal2025 #afripal the space has been a great reflection on the question “whom should the legislation be for?”. @DEInitiative_ @FOWODE_UGANDA @iufckabojja

At #AFRIPAL today, Dr. Eliya Zulu, Executive Director of @AFIDEP, made a powerful case: 'True parliamentary strengthening goes far beyond procedural reforms. We need lawmakers equipped with three critical tools: (1) technical capacity to analyze complex issues, (2) access to real-time, reliable data, and (3) the political confidence to translate evidence into transformative policies. Without this triad, even the most perfect rules remain empty vessels - unable to deliver meaningful change to citizens.

Dr. Mushomi John Mushomi, the Chairperson of the #AFRIPAL Conference, underscored the need for #Parliaments across the world to deliberately evolve their strategies and policies to remain aware of the dynamic nature of global governance challenges and the constantly arising emergencies. He commended the #Parliament of Uganda for its proactive innovation and resilience during emergencies, particularly the COVID-19 pandemic.
