Arafat Rahman Koko, Son of Two Former Bangladeshi Heads of State, never held political office. Yet few have left behind a more visible trail of Stolen Money, Offshore Laundering Schemes, and high-level impunity. This report—drawing from verified court judgments, U.S. Department of Justice filings, World Bank StAR data, and declassified diplomatic cables—unpacks how Koko weaponized his family name to enrich himself, how the state looked away, and how foreign jurisdictions took the lead in returning stolen funds that Bangladesh itself failed to pursue.
💠 Power Without Portfolio
In a country where politics is often reduced to bloodline and backroom deals, Arafat Rahman—better known as “Koko”—needed neither a public mandate nor an official title. Under his Mother Khaleda Zia’s Premiership (2001–2006), Koko became a Shadow Powerbroker in Critical Sectors like Telecommunications and Infrastructure. Allegations swirled about kickbacks and contract rigging, but no real investigation moved until foreign governments got involved.
💠 Born Into Power: A Privileged Upbringing
Born on 12 August 1969 in Dhaka, Koko was the Second Son of President Ziaur Rahman and Prime Minister Khaleda Zia. Despite a lack of academic distinction, he was appointed to lead the Bangladesh Cricket Board’s development committee between 2002–2005—a position widely seen as a political favor rather than merit-based. But cricket was only a façade; his real business was done in offshore bank accounts.
💠Siemens,Shell Companies,and the Singapore Trail
According to court documents, Arafat Rahman Koko received substantial bribes from Siemens AG and China Harbour Engineering Company, funneled through shell companies like Fairhill Consulting and ZASZ Trading. The money landed in accounts at OCBC Bank in Singapore.
In 2009, the U.S. Department of Justice filed a civil asset forfeiture complaint (Case No. 1:09-cv-00021-JDB) to seize around $1.16 million, believed to be traceable proceeds of these bribes.
Bangladesh? Silent, complicit, or simply indifferent.
💠 A Symbolic Verdict—Delivered in Absentia
In 2011, a Special Judge’s Court in Dhaka sentenced Koko to six years’ rigorous imprisonment and fined him 190 million BDT (approx. $2.2 million). His associate, Ismail Hossain Samy, got three years.
But the judgment was delivered in absentia—Koko had already fled.
💠 International Asset Recovery: A Tale of External Will
Between November 2012 and August 2013, the Singaporean government, working with the World Bank’s StAR (Stolen Asset Recovery) initiative, returned over $2.66 million to Bangladesh.
It was South Asia’s first successful cross-border asset repatriation. But more than a milestone, it was an embarrassment. Foreign governments were cleaning up corruption that Bangladesh wouldn’t touch.
💠WikiLeaks: The Shadow of Tarique Rahman(The Brotherhood of Corruption)
A 2008 U.S. Embassy cable (08DHAKA1143) revealed just how far this family enterprise of corruption extended. Koko’s elder brother, Tarique Rahman, allegedly intervened to cancel Motorola’s winning bid for police communication systems, opening the door for preferred contractors.
The cable went as far as recommending that the U.S. place Tarique under Presidential Proclamation 7750 for “Credible Allegations of Corruption.”
