Over the past decade and a half, we have been confronted with chemical warfare, assassination operations involving nerve agents and lethal animal toxins, and accusations of illicit biological research activities, all indicative of serious breaches of the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC).
The incidents were accompanied by information warfare, typically of the type in which one side claimed the allegations were fake and the other side argued their veracity. A characteristic of this information warfare is that the same antagonists – government outlets, organisations and institutions, individual scientists or academics, and motley groups of loosely connected activists – may switch between accusing and defending roles depending on the incident. Yet the same protagonists spread disinformation, while the same challengers counter the disinformation onslaught with facts.
Too often, the context in which the claims are made is poisoned. Conditioning information elements have been planted in advance, not infrequently years before a particular incident, and help make certain arguments plausible. And in international forums, the truth is all too often political, despite the presentation of facts obtained through internationally negotiated investigative protocols and grounded in the most advanced scientific insights and forensic evidence.
In today’s security environment, every individual should ‘know’ instead of ‘believe’ and ‘think’ instead of just ‘being told’ to be able to make informed judgements.
The piece below offers a detailed toolbox for analysts to construct credible arguments with minimal ambiguity and for readers to analyse controversial debates critically. Originally published by Nico Dekens (NL) on his excellent blog covering open-source intelligence (OSINT) analysis in May, we reproduce it here with his permission.

Earlier this spring, Claude’s developers found the cyber potential of Anthropic’s model, Mythos 5, hazardous enough to pump the brakes on model release, creating the Project Glasswing collaboration to give cyber defenders the upper hand through controlled access to the model. Despite these efforts, the U.S. government stepped in on June 12, 2026, and forced Anthropic to take down Mythos and its safeguarded form, Fable 5 — an action the company disputed, calling the trigger a narrow, nonuniversal jailbreak. A lack of standard processes, complex legal terrain, and information-sharing obstacles resulted in a “pickup game” where, absent a shared factual basis, government and industry invented the rules of the road in the moment, rather than through structured, routine public-private collaboration. Following agreement with the government, on June 30th, Anthropic restored access to Mythos and Fable. In the aftermath of these events, especially the seemingly punitive and arbitrary way in which the government has administered control, public-private trust in frontier AI is running low. But the answer lies in more bridges — not higher walls — between the government and the nation’s frontier AI companies.

As encryption and anonymity on the internet get easier, digital ecosystems are becoming a way to distribute methods of and materials used in biochemical attacks. This paper recognises the role of digital ecosystems in the progression of these security threats and examines the dark web as a developing enabler of biochemical security risk. It contends that despite dark web platforms not being the primary sites for the development of chemical or biological weaponisation systems, they have enabled easy access to dual-use precursor chemicals, equipment, and research materials through anonymous and decentralised networks. By contextualising the dark web within existing regulatory frameworks concerning encryption systems, anonymous markets, and digital financial systems, this paper argues that the current infrastructure allows international transactions outside regulatory oversight. It recommends enhancing cyber forensic capabilities, inter-agency and international cooperation, legal frameworks, public–private cooperation, and upstream controls over dual-use materials.

I don’t know why the first floor was exempt from the lock-down, I’m kind of curious as to that point. The response teams went around in full protective gear and conducted tests to confirm that there was no biological hazard present. This took an hour or so, of course, and I’m sure the HVAC was turned off. Pretty exciting stuff, considering the sensor indicated anthrax spores - in my opinion, the worst if not one of top three biological weapons that could be used - and that there hasn’t been a false alarm like this, in my knowledge, since 2001. Also, the White House (and the National Mall, with all of its activities) are really close by, and people had to wonder if this was possibly part of a larger terrorist attack.

Russia is deliberately creating conditions for the spread of anthrax in occupied parts of Ukraine’s Kherson region and may be preparing a future false-flag operation involving contaminated livestock burial sites, Ukraine’s military intelligence agency (HUR) reported.
According to HUR on Tuesday, Russian occupation authorities have transported carcasses of anthrax-infected livestock to animal burial grounds across the occupied territory without following proper sanitary procedures.
The agency said dozens of such sites exist in the region, with some of the highest-risk locations situated near Askania-Nova, Skadovsk, and Zaliznyi Port.
HUR alleged that infected animals are being buried rather than incinerated.
Following this, many burial grounds are located close to roads and populated areas, in some cases less than one kilometer (0.6 miles) from residential settlements.
The intelligence agency also said many sites lack protective fencing or other biosecurity measures and have not been properly maintained by occupation authorities.
