Civic design from the Fire Brigade here. Originally, the whole street was a terrace of houses. In the early twentieth century, a section of the Victorian terrace was torn down for service buildings. By the late twentieth century, the site was used by the Fire Brigade. They still needed the yard for their fire engines, but they apparently decided to heal the street so far as possible by building an architectural screen reinstating the facade line. Blind windows are used to preserve the facade pattern where no real windows are possible. The screen is *not* a deception, in the sense that anyone can see what is going on by the most cursory inspection. It is about sparing the eye, not tricking the mind.
