Bill C-15 is the Budget 2025 Implementation Act No. 1. The Liberal minority government under Prime Minister Mark Carney @MarkJCarney tabled this 634-page omnibus bill in the House of Commons on November 18, 2025. It enacts provisions from the November 4, 2025 federal budget presented by Finance Minister Franรงois-Philippe Champagne @FP_Champagne under the theme Canada Strong.
The bill covers a range of economic measures. It creates the Build Communities Strong Fund for infrastructure projects. It ends the underused housing tax for 2025 and future years. It expands disability supports including exempting the Canada Disability Benefit from income treatment and broadening the Disability Supports Deduction. It increases the lifetime capital gains exemption to $1.25 million for eligible gains. It includes public sector reforms such as workforce reductions through attrition, an Early Retirement Incentive Program, and greater AI adoption to improve efficiency.
Section 12 of the bill grants any cabinet minister the authority to issue an order exempting any individual, business, organization, or entity from any existing federal law or regulation. This power excludes only provisions of the Criminal Code. Exemptions can apply for periods of up to six years.
The justification for an exemption requires the minister to determine that it promotes innovation, enables testing of a new regulatory regime, advances competitiveness or economic growth, serves the public interest, has benefits that outweigh risks, and includes measures to protect health, safety, and the environment.
The provision allows secrecy. A minister can withhold from public disclosure the identity of the exempted party and any details of the order if the minister decides that publication would be inappropriate due to personal or confidential information.
This mechanism permits bypassing established processes. It could enable sole source contracts without competitive bidding. It could waive lobbying disclosure requirements. It could suspend obligations under environmental laws such as the Canadian Environmental Protection Act or the Impact Assessment Act. It could ignore conflict-of-interest restrictions or transparency rules in the Extractive Sector Transparency Measures Act.
The measure received no separate announcement in the budget documents provided to reporters. It was not highlighted in government speeches on the bill in Parliament. It was embedded quietly within the large omnibus legislation.
The bill is in the legislative process as of January 13, 2026. It has undergone second reading debate and referral to committees including the Senate National Finance Committee for study of its subject matter. In a minority Parliament reliant on NDP support, the provision could pass without major changes unless amended during committee review or further debate.

I don't know how many times us disabled have to repeat ourselves but most of us can't work, if we could, we wouldn't be on #ODSP. The ones who can, can't work enough to support themselves. Employers don't want to accommodate us. The cities in Ontario have accessibility barriers.

WATCH: Canadians with disabilities are choosing Medical Assistance in Dying (MAID) because they can't afford to live or house themselves in Canada. The Liberals' solution is to offer those with disabilities an extra $6 a day.
The Liberal government in 2022 said the new federal disability benefit โwould really lift a significant amount of people out of poverty big time.โ
However, the Liberals' recent 2024 budget reveals that they plan to help Canadians living with disabilities and living in poverty by providing only $6 a day under the new federal disability benefit, with payments not expected to start rolling out until mid-2025.
