Long post but I have a theory, hear me out. They’re not doing this because they believe a coloured circle on a map will reform a savage, they’re doing it because the infrastructure for controlling movement is being built in stages. First you create the legal tool and the technology for restriction zones, you test it on the group nobody will defend, serious offenders. You normalise the idea that the state can draw a line and tell certain people “you stay inside this area.” Then you expand the categories, then you link it to digital ID so enforcement becomes automatic, then the zones stop being about “offenders” and start being about risk scores, compliance or simply who the system wants managed. How do they enforce it on people who don’t care about rules? They don’t rely on the offender’s conscience. They rely on the system around him, ankle tags, phone tracking, facial recognition, banking restrictions, and the threat of immediate recall to prison. The zone is just the visible part, Burnham’s regionalisation fits the same direction. Smaller units of government with more local control tools means more places where these systems can be trialled and normalised without needing one big national announcement that wakes everyone up at once.
