Well Managed Highways allowed each HA to make up its own definition.
Now MOST use 30x30x4 cms

A typical off road path, the 1m high nettles currently blocking 60% of the width will grow, fall over & block the whole path next week.
The highway authority will never keep this path ‘fit for purpose’, volunteers is the only answer.

Even on roads they only meet around 95% of sensible highway management needs.
Simplistic policies then prevent common sense!
