#DECEDA Team Monitors E-Learning Progress at Rwabutura Primary School
A team from the Digitally Enabled Community-Centered Early-Childhood Development Approach (DECEDA) has stationed at Rwabutura Primary School in Sheema Municipality, Sheema District, to conduct a monitoring and evaluation exercise on e-learning equipment delivered to the school in August with support from the Uganda Communications Commission (@UCC_Official).
The exercise, which began early this week, focuses on assessing the functionality, usage, and teacher proficiency in navigating the Learning Management System (LMS).
“Our main objective is to ensure that the equipment installed is not only functional but is being effectively used by teachers to enhance classroom learning,” said Mr. @jlwevuze, DECEDA Digital Pedagogy Expert.
He explained that the monitoring visits are part of DECEDA’s follow-up mechanism to ensure that digital learning tools are fully integrated into daily teaching and learning activities.
“We are checking whether teachers can log into the LMS independently, prepare lessons digitally, and use the devices to support learner engagement,” Mr. Lwevuze added.
Teachers at Rwabutura Primary School expressed appreciation for the ongoing support, noting that the introduction of e-learning tools has made teaching more interactive and engaging for learners.
The DECEDA team’s findings will inform the next phase of technical support and training to ensure schools make optimal use of the resources provided under the project.

What is #DECEDA
DECEDA is short for Digitally Enabled Community-Centered Early Childhood Development Approach
A Primary School centere eLearning project funded by Uganda Communications Commission (UCC) through the Universal Service and Access Fund (UCUSAF) and implemented by Nkumba University.
It is being piloted in 31 primary schools across all five regions in Uganda, selected for their needs, especially in underserved or rural areas.
Here is what makes DECEDA a strong model:
1. Hardware & Infrastructure:
Schools receive ICT equipment: large TVs, routers, speakers; anchor schools receive more: laptops, conference cameras to livestream to nearby schools.
2. Teacher Training & Capacity Building;
Training of teachers on basic ICT skills, digital pedagogy, content creation, online safety, plus a Trainers of Trainers (ToT) model so that more teachers can be reached.
3. Online / Offline Learning Platforms:
Use of both live and recorded sessions; plans for mobile app with offline access; leveraging existing platforms like the Holistic E-Learning Platform (HELP).
4. Anchor / Hub Schools;
Some schools are designated as anchor schools that have fuller ICT capability; these serve as hubs to support nearby beneficiary schools.
5.Community-Centered Approach:
Emphasis is put on ensuring local/community ownership: MoUs with school management, stakeholder involvement, local content, awareness, etc.
6. Monitoring, Evaluation & Sustainability:
Embedded monitoring; plans for infrastructure maintenance; strategy of cascading benefits; ensuring long-term use of equipment not just for pilot phase.
