The definition of "program" might be ambiguous in the #DFSCA but it does have to be a comprehensive effort:
+ education & awareness
+ student assistance & support
+ policy monitoring, enforcement & sanctioning
+ community ownership/organizing

#DFSCA fact: the Drug and Alcohol Prevention Program Annual Notification ACTUALLY means every single person (students + employees) MUST receive the notice at least once per 12-month period.
Simply put: Annual does not mean only send once/year!
