The Congolese government claims to have secured the #FDLR's commitment to initiate a process of #Disarmament, #Demobilization, #Cantonment, and, ultimately, the dissolution of the movement. According to the Minister of Regional Integration, #FloribertAnzuluni, this approach comes with certain guarantees requested by the armed group.
For his part, #OlivierJPNduhungirehe, Rwanda's Minister of Foreign Affairs and International Cooperation, rejects the announcement of this protocol. He believes that this document does not appear in the #WashingtonAgreements, as the FDLR are not a signatory party. He also accuses #Kinshasa of delaying the implementation of its security commitments related to the neutralization of the FDLR.
