خلیلزاد با وجود تحصیلات عالی و موقعیت سیاسی در واشنگتن، همچنان اسیر ذهنیت قبیلهای خود مانده است. او نه بهدنبال صلح واقعی بود، نه به فکر مردم افغانستان؛ مأموریتش از ابتدا تحکیم رژیم ملا هبتالله و مشروعیتبخشی به یک دیکتاتوری مذهبی بود.
