This is great that @cga_acg is promoting my Ontario Wind Generation report that was published in the most recent #ERQ volume.
The Canadian Gas Association (CGA) publishes the Energy Regulation Quarterly (ERQ), with the Managing Editor selecting items for publication.
Ah yes, some may say, of course, "gas loves wind (and solar)" because how else are we going to have reliability, you know, because the wind does not always blow and the sun does not always shine, and both tech are inverter-based and therefore do not contribute to grid inertia (I am looking at you 🇪🇸Spain, of the recent blackout)? At scale and for most grids without other dispatchable generation sources, this is true.
But my Report is highly critical of wind generation in Ontario because of the very high price at which it was contracted, its seasonality, and how it interacts with the dispatchable nuclear & hydro-dominant Ontario grid. I calculate that wind costs have far exceeded its benefits: it has not been cost-beneficial in Ontario.
And so to ensure that any future wind development in Ontario is in the public interest, I argue that the Province should pay no more than CAD$46/MWh for new wind generation. Given current prices at which wind has been contracted in North America, it is unlikely that private wind developers will offer to contract at this relatively low price.
But how does gas fare in my report? Like the rest of the generation tech, I strove to be balanced in my treatment, including critiquing wind because it was relatively inefficient in "displacing" gas in Ontario...and monetizing wind benefits in terms of the social cost of carbon (SCC) of the GHG emissions from that avoided gas generation.
