@SuzanneMonyak Sorry stupid question. Mayorkas cant change H1B cap, only congress can. But Mayorkas can make date of filing current, give H1Bs with approved I-140 opportunity to #earlyAoS which enables EAD/AP - which becomes the equivalent of the multi-entry open work permit that Canada it.

The US answer to this can't and shouldn't be *more* H1B visas. Not at all. What Canada did was to provide *open work permit* [to those who have been already vetted by FBI/USCIS] where the worker has the rights, not employer. Least US can do is allow #earlyAoS for I-140 holders
