During the 22nd HACGAM Working Level Meeting on “Preventing and Controlling Unlawful Acts at Sea” held on 20 May 2026, ReCAAP ISC updated on the latest situation of piracy and armed robbery against ships in Asia. The Centre highlighted emerging challenges and the measures undertaken to address them, including strengthening information sharing and analytical capabilities, enhancing digital tools, and examining the impact of external factors on piracy and armed robbery incidents, as well as their nexus with other maritime crimes.
As an associate member of HACGAM, ReCAAP ISC actively participates in Working Group discussions on maritime safety and security, contributing to efforts to enhance the safety of global shipping and seafarers.

The Working-Level Meeting of the 22nd Heads of Asian Coast Guard Agencies Meeting (#HACGAM) has opened in the Chinese coastal city of Quanzhou. The four-day meeting, hosted by the China Coast Guard, brings together more than 50 foreign delegates from 18 countries and regions plus two international organizations.
Delegates will discuss critical topics including combating unlawful activities at sea, maritime search and rescue operations, and marine environmental protection. Also on the agenda is law enforcement information sharing, as well as capacity building.

While ED-ISC attended the Leaders’ Meeting to discuss HACGAM vision 2030 and future cooperation and coordination; concurrently, the team participated in the Working Group Session 2 on “Preventing & Controlling Unlawful Acts at Sea”, and shared the importance of the ReCAAP Agreement in enhancing regional cooperation in information sharing. The ReCAAP ISC also highlighted the Centre’s qualitative analysis framework used for classifying incidents, and the collaterals produced to support the shipping industry to ensure more effective maritime safety and security efforts in the region.
