Taxpayer dollars should not go to companies that profited during the storm but instead go to individuals who were actually exposed to extraordinary costs and damages. Read my letter to @PUCTX on #HB4492: https://t.co/tHkboGyUVE #txlege

Senate passed #HB4492, despite it not including the ratepayer relief that Patrick had sought. Patrick says that won't fly in a special session. "This is the last time I'm gonna call up a bill that doesn't have money for ratepayers. We're only doing it because of the deadline."

#hb4492 in the Senate. @RolandForTexas asks Chairman Hancock for a commitment to pursue a ratepayer assistance program. He commits. Bill passes 26-5. Patrick says he wants this on the special session call. #TxLege #txenergy

Another bill on death watch: #HB4492, to finance defaults to ERCOT and $2b of electricity charges during the #TexasFreeze. Senate was supposed to resume at 9:30 but still recessed. I think LtG kills it if #HB7 dies. Would amost certainly be added to a summer special call. #txlege

One of the bills on death watch in the House tonight is #HB20, proposed bail system changes and a @GovAbbott emergency item. "One thing that I've made clear and that is in order to avoid a special session, we have to pass the emergency items," Abbott said in April. #txlege

The House moments ago approved the conference committee report for #HB4492, @chrispaddie’s “securitization” bill — allowing power industry companies to get above market rate loans from the government to defray the costs incurred from the February winter storm. #txlege

was expecting a lot more debate on electricity bills in the house today. #SB3 approved with little debate and #HB4492, which would bring up monthly electricity bills for every Texan in ERCOT region, just went in and out in about a minute flat. voted out of house 116-18 #txlege

and #hb4492 printed at 1:05AM. 24 hour layout rule would put both #SB3 and #HB4492 beyond the midnight deadline. #txlege #shitshow

#HB4492 on securitization is in conference. Senate amendment has nearly $3B in relief for residential ratepayers, a one-time credit of about $350 on electric bills. House conferees need to concur and bring relief to Texans for the $9K hour pricing during the Feb storm. #txlege

#SB3 and #HB4492 conference reports are filed. I'll add thoughts to this 🧵as I go through them over the next hour or so. #txlege #txenergy

Starting to hear rumblings about #SB3. Kind of alarming there's still no committee report on this or #HB4492. Cutting it very close to the midnight deadline for a 24 hour layout. Stay tuned for updates as the cmte report is filed + as reactions start to come in. #txlege #txenergy

With 65 minutes to go, #SB3 and #HB4492 conference reports still not printed and distributed. I procrastinate, too, but goodness this is cutting it really close for bills that are this important. #txlege

It gives me no joy to give a quote like this but I don't think #SB3 willl keep the heat on next winter in an extreme cold spell. And for that matter, it does next to nothing to prepare for this summer. Quote is below. I'll explain in this thread. 1/ https://t.co/aejFiSYiEw

@TimMorstad of @AARPTX weighs in on #hb4492. Unless someone from the Senate explains otherwise, we have to assume that every household in ERCOT would be forced to borrow $350 + interest + bond counsel fees + admin expenses *whether we want to or not*! #txlege

Actually, the #HB4492 amendment doesn't state those $ figures or guarantee ratepayer relief. And let's be clear, this amendment substantially grows the billions securitized to prop up the market. Billions that ratepayers would have to pay back with interest. #txlege

While we're waiting on the conf cmte report on #Hb4492, #securitization for ERCOT, here's what I'm looking for: - Does it use the Rainy Day Fund as the Senate did? - Are new market entrants on the hook to pay back debt - Will the new "ratepayer assistance" section remain? 1/

A sticking point on HB 4492 (securitization associated with the electric market), it seems, is the Texas Senate's insistence on funding to give residential customers in the ERCOT region a check for roughly $350. The House doesn't want that, per a source #txlege

House concurred with Senate amdendments on #HB1520 but refused on #HB4492. Will be one to keep an eye on as the differences between the chambers were large and it involves $3b in charges which will hit the bills of just about everyone in ERCOT. More on this soon. #txlege
