Prima facie dogs & cattle have no place to be in public spaces in a free roaming state. (This has been my position always) While the order of the SCI is in the right direction, the question is do the local authorities, who have been mandated to implement this, have the wherewithal, resources & manpower? I still believe we need a national task force, which will evolve a standard operating procedure & a dedicated budget to fund the local bodies to build capacity to deal with his healthy & safety issue which affects the common man/woman on the street (literally) @PMOIndia
