Under the 2018 Caspian Sea Convention signed by Hassan Rouhani’s government, the regime accepted a share of the Caspian widely estimated at around 13%—far below the 20% share Iran had long demanded and the historical narrative of a 50% joint share with the Soviet Union.
The agreement effectively handed neighboring states greater access to vast offshore oil and gas reserves while leaving Iran with a smaller, deeper, and far less resource-rich sector.
It is one of the greatest concessions of Iranian territorial rights and national wealth since the Qajar era, with the Islamic Republic of surrendering a significant portion of Iran’s maritime claims and future economic potential.
