In 2021, Roseville gave a proclamation to the Hindu Swayamsevak Sangh — HSS — the American wing of India's RSS paramilitary. The mayor apologized to HSS when the public pushed back. Three California cities rescinded theirs. Roseville quietly rewrote its entire proclamation policy: no religious purposes, no foreign matters, no violence-linked organizations, no public ceremony. Auburn — Roseville's neighbor and Placer County's seat — has none of those protections. I went to tell them why they need them before HSS or Hindu American Foundation walks through their door. A Nation investigation found HSS collected 439 proclamations from American cities — drafting the text themselves. Those proclamations became lobbying ammunition that helped kill SB 509, a bill to train California law enforcement to recognize foreign government threats on American soil. #Auburn #Roseville #HSS #RSS #HAF #439Proclamations #SB509 #ForeignInfluence #CityCouncil #PublicComment #California #PlacerCounty #PolicyGap
