Critical question imho is: Where was the #oversight?
Laws, rules, ethics - all very necessary but without robust oversight there is still plenty of room for abuse of the system to take place as we are now apparently uncovering.

Maybe I'm overreacting but I just recoiled when reading the budget for an intelligence agency and finding details - and I mean DETAILS - about the computers they bought in 2019.
From a counterintelligence point of view, wouldn't you want to keep that #classified?
