Before the IRGC listing, we were promised conscripts wouldn't be affected. After the listing, we were assured decisions would be made case by case to avoid penalizing people for mandatory service they couldn't refuse. But the first "case-by-case" outcome just released is a rejection, solely because of mandatory conscription.
