Starting August 1, 2025, the Hong Kong Monetary Authority (HKMA) will officially open applications for stablecoin issuance licenses — marking a new phase of regulatory implementation. This policy has been in the works for over a year, during which HKMA conducted sandbox tests and gradually clarified its regulatory framework and application pathway.
According to incomplete statistics, dozens of institutions have already expressed intent to apply. At the same time, local banks, tech firms, and Web3 teams are actively preparing for infrastructure around clearing systems, custody mechanisms, and payment interfaces — accelerating Hong Kong's emergence as a key hub for stablecoin innovation.

Meanwhile, the U.S. Congress is advancing crypto market structure legislation in both chambers. The Senate's draft is relatively concise, clearly stating that Bitcoin and Ethereum — as underlying protocols — are not considered securities. In contrast, the House introduced the more detailed CLARITY Act, which requires newly issued tokens to be reviewed by the SEC to prove they are not securities. If the two versions are reconciled, legislation is expected to be finalized by the end of September, potentially providing the crypto industry with a clearer regulatory framework.
On the macro front, U.S. President Donald Trump is reportedly seeking to remove Federal Reserve Chair Jerome Powell on grounds of “mismanagement.” According to the Associated Press, Trump is using the Fed's $2.5 billion renovation project of its Washington HQ as a starting point, accusing Powell of poor execution and attempting to invoke the “for cause” clause to initiate dismissal proceedings.
Trump has previously clashed with Powell over interest rate policy, but the U.S. Supreme Court has ruled that a president cannot remove the Fed Chair solely over policy disagreements. If Trump proceeds, it would mark a significant challenge to the Fed’s independence and could trigger strong market reactions.
