Ghost Towns of Punjab’s Urban Planning
Why more land when these lie abandoned?
📍 Jagraon – 113 acres, ghost town (PUDA)
📍 Mansa – PUDA enclave: gates locked, roads overgrown
📍 Bathinda – Urban Estate Phases 4 & 5: incomplete since 2011
📍 Muktsar – PUDA plots allotted, never developed
📍 Ludhiana – Dakha colonies: no roads, drains, or occupancy
📍Ropar- 5 colonies ( Giani Zail singh nagar etc,)and yet many plots and shops are still not sold even after 30 years.
And many more.
The Urbanisation Failure
•894 acres acquired in Bathinda under land pooling—still empty.
•Over 100 acres acquired for projects like a Punjab Tech University campus—never built.
•Thousands of crores wasted, yet farmers being asked to give more land.

Please check the last paragraph of the notification dated 13.05.2025 regarding the Land Pooling Policy. It clearly states that if anyone refuses to give up their land, it will be acquired under the 2013 Land Acquisition Act. So Mann Sahib’s claim that the policy is purely voluntary is misleading.
