Canada spends less per person on disability benefits than the US, has minimal RGI housing and has no SNAP program.
Poor disabled Canadians are kept in destitution 50% below the poverty line and pay market price for all their needs.

Domestically, the Canadian Charter of Rights and Freedoms (Section 7) guarantees security of the person.
Section 15 ensures equality, which courts have interpreted as protecting against systemic discrimination.
