The withdrawal of #MINUAR 🇺🇳 troops in April '94 was part of a grand and sinister plan of extermination, the failure of which we're all paying a heavy price for today.
They didn't "fail" to protect innocents. They failed to wipe them out entirely!
THAT was the plan!

🇷🇼Inside Parliament, veterans of UNAMIR (#MINUAR) felt echoes of fear, courage, and mission from 1994. Today, it stands as a house of democracy and law, reflecting Rwanda’s extraordinary journey from tragedy to governance and peace.
🇷🇼🇪🇺🇺🇸🇺🇳The United Nations Assistance Mission for Rwanda (#UNAMIR), often referred to as the #MINUAR (from its French acronym), faced numerous severe challenges during the 1994 Genocide against Tutsi:
✍️ Limited Mandate
#UNAMIR had a Chapter VI mandate, which meant it was a peacekeeping mission, not a peace enforcement mission. This meant:
Soldiers could not use force unless in self-defense.
They were not allowed to intervene to stop killings or protect civilians.
The mandate was designed for a ceasefire scenario, not mass atrocities.
✍️Lack of Troops and Resources
#UNAMIR was understaffed and under-equipped.
When the genocide began, the force had about 2,500 troops, but this number was cut to about 270 after 10 Belgian peacekeepers were killed.
Many soldiers lacked basic supplies, such as food, fuel, medical aid, and communication tools.
✍️Political Constraints
The UN Security Council, particularly powerful nations like the U.S., France, and the U.K., were hesitant to get involved.
The international community refused to recognize the genocide quickly and avoided using the term to escape legal obligations to intervene.
Requests by General @romeodallaire, the #UNAMIR_commander, for reinforcements and stronger authority were repeatedly denied or delayed.
✍️Witnessing Atrocities Without Power to Act
Peacekeepers were often forced to stand by helplessly as massacres occurred around them.
🚨Soldiers were traumatized by the scale and brutality of the killings.
Many suffered from severe psychological trauma after the mission.
✍️Hostility and Dangers
Peacekeepers were targeted by extremist forces.
Some were killed, including the 10 Belgian🇧🇪 soldiers guarding Prime Minister #Agathe_Uwilingiyimana.
There was constant danger of ambushes, landmines, and crossfire.
✍️Moral Dilemma
UNAMIR soldiers were caught between their orders and their consciences.
#General_Dallaire, for example, received intelligence warning of the coming genocide (the "#Genocide_Fax") but was forbidden by the @UN to take preemptive action.
Many soldiers felt helpless and betrayed, knowing they could save lives but were not allowed to act.
😭MINUAR soldiers in Rwanda faced a tragic mix of political, logistical, legal, and moral challenges. They were sent to keep peace where there was none, and their hands were tied while hundreds of thousands were slaughtered. Many soldiers and commanders have since spoken about the guilt and trauma they carried for not being able to do more.
