Policy interventions to uplift MSMEs across sectors in #AndhraPradesh
All of our Policies have put #MSME development in the forefront. Incentives have been structured with guiding principles
1. Employment Creation - Capitalize on the demographic dividend.
To bring Product perfection - Support in quality production & adherence to global standards
Integration in Global supply chain - Help find markets for domestic manufactured products.
Digitalization & Marketing - Develop AI enabled M-Power Platform & promote ONDC.
Reduce cost of production and improve speed of business for enterprises.
We have built tailored incentive structures catering to the needs of various sectors in addition to mother policy for MSMEs i.e., AP MSME and Entrepreneur Development Policy. Sector specific policies include
1. AP Food Processing Policy
2. AP Textiles and Apparel Policy
3. AP Sustainable Electric Mobility Policy
4. AP Private Parks Policy
5. AP Leather & Footwear Policy (to be rolled-out)
6. AP Aerospace & Defence Policy (to be rolled-out)
Highlights of MSME policy
1. #OneEntrepreneurOneFamily by 2030
- The state envisions every family in Andhra Pradesh having at least one entrepreneur by 2030. This initiative emphasizes inclusivity, ensuring that MSMEs become the backbone of local economies.
- With targeted mentorship, financial support, and access to modern infrastructure, the policy aims to democratize entrepreneurship, empowering families to contribute to the state’s economic development.
- To extend the benefits offered in the policy to all MSMEs, a comprehensive formalization drive will be conducted to bring all MSMEs into the organized net.
2. The policy is extending incentives to MSMEs upto 75% of their investment through various channels. Realizing that some industries are power intensive, some are manpower driven, some need quality for exports, various options for claiming incentives based on the requirement of the sector have been provided.
3. Capital Incentives were kept at 45% of FCI to support and give advantage to women, BC, SC, ST, Minority, Specially abled, Transgender led enterprises, compared to 25% of FCI eligible for general enterprises.
4. SC and ST entrepreneurs were given higher land rebate of 75% cost to reduce their CAPEX burden and encourage more entrepreneurs to become part of the economy.
5. To encourage collateral free financial support to MSMEs, government is committing 500 Cr over 5 year period to CGTMSE trust. This will enable banks to extend more credit to MSMEs.
Highlight for Food Processing industries
1. We are giving higher investment subsidy to MSMEs for them to move towards secondary and tertiary processing. While primary processing units will get 25% FCI, secondary/tertiary processing units will get 35% FCI.
2. To minimize/optimize resource usage, we are encouraging industries taking up activities such as waste processing, cold chain, Irradiation, Abattoir, testing Lab by extending incentives upto 35% of FCI.
3. Interventions were planned to support specific products including coir, Mango, Chilli, Banana, tribal products
Highlights for Electric Vehicle industries
1. To encourage adoption of non-fossil fuel vehicles in the state, in our SMEP policy we are providing incentives not just for manufacturers, but also creating demand by incentivizing citizens to purchase Electric vehicles.
2. Any EV buyer purchasing and registering vehicle in the state can avail purchase incentive of 10% of vehicle cost.
3. The policy also creates demand for scrap recycling units by incentivizing vehicle owners to send their old vehicle to scrap unit, obtain vehicle scrap certificate and utilize certificate to purchase new vehicle at 5% discounted price.
4. MSMEs setting Scrapping facilities are encouraged with incentive subsidy of 45% FCI, rebate on land cost of 50%
5. Manufactures are incentivized for domestic value addition in the state and incentives tied to turnover.
Highlights for Textiles and Apparel Policy
1. The sector has high energy demand, to support this requirement the policy is extending 2 Rs per unit power tariff subsidy and 50% ED charges reimbursement, during the policy period.
2. The sector in the state currently has low end value chain manufacturing. There is a need to bring value chain into the state, to encourage this the policy is extending 40% FCI as investment subsidy for value added manufacturing activities.
3. To support existing spinning mills invested in the state, who could not avail any benefits due to lack of guidelines, we have also made units that came into operation between 2018-24 also eligible to claim incentives under 2018-23 Textiles policy.
