When a plan FINALLY comes back together...
THIS was the original intent and structure of the #NEARAct OAG jumped the gun because the petty Executive didn't fund the bill the first year, took almost 3 years to stand ONSE up. It was NEVER supposed to be connected to law enforcement! ONSE "somehow" thought the violence interruption did not have to be run solely out of ONSE (except it did). The idea of giving small grants was NOT the plan... for now painfully obvious reasons. Violence Interruption has never been the problem... but the Mayor is.

@EugenePuryear (then with @StopCopTerrorDC) warned in council testimony that this would happen every 5 years if the NEAR Act wasn’t 100% implemented as passed. Here we are.
Getting these bills passed isn’t the problem. The inability to fully implement any of them, will ALWAYS make success impossible.
Violent crime is occurring at levels not seen in the District since the early 2000s. We can and must do better to fight violence and protect our residents.

This is all just fear-mongering.
According to data released to comply with the #NearAct -- in 2020 only 1.0% of all stops & in 2019 (the 5 months they released data for) only 0.6% of all stops resulted in the recovery of a firearm.
And that's all stops. Not even just traffic.
Also, in response to questions from @marycheh, D.C. spells out why it opposes a recommendation from the Police Reform Commission that traffic enforcement be moved from MPD to DDOT:

In ‘16 @EugenePuryear testified that “if the Act isn’t fully funded and implemented we’d be right back to the same “spike” in violence in 3 yrs.”
Been right EVERY 3 YEARS since.
BLMDC & @StopCopTerrorDC called & met with Del McFadden the week @ONSEDC_ opened and warned him to.
Additionally, the @DC_PRC also pointed out the failure of the District to implement the #NEARAct in their official report (which @councilofdc and @MayorBowser have largely ignored).

The #NEARAct was passed UNANIMOUSLY by @councilofdc yet since 2016 they have acted like it doesn’t exist or they can’t remember.
@MayorBowser sabotaged the success of EVERY part of the act legally, legislatively, financially and in the press.
