@hrw is urging the UK Parliament to reconsider a clause in the football governance bill that could enable authoritarian states to engage in sportswashing.
The bill, currently being debated in the House of Commons, aims to establish an independent regulator for English football.
However, HRW is concerned that a specific provision in the bill, section 37(2), which requires the regulator to consider the government's "foreign and trade policy objectives," may compromise the regulator's ability to prevent an increase in state ownership of football clubs.
The takeover of Newcastle United by #SaudiArabia's public investment fund in 2021 has highlighted the issue of state ownership in football.
HRW suggests that the bill's current rules would have blocked the takeovers of Newcastle United and Manchester City.
The bill is in the committee stage, allowing for proposed amendments, including potential changes to section 37(2).
