Kampala Communiqué / Accord (April 2025) on Somalia’s Security and Political Future In the attached video, recorded in 2021/22 when President Farmaajo was in office and President Hassan Sheikh was the opposition leader, President Hassan warned that if Prez Farmaajo failed to manage domestic politics properly, he would end up in Kampala with outsiders dictating Somalia’s future. It still beats me why he specifically mentioned Kampala — but everything he eloquently warned could go wrong did not happen to Farmaajo, who ultimately compromised. Instead, all those forewarned troubles have now unfolded — and landed today squarely on President Hassan Sheikh himself. Either President Hassan Sheikh was blessed with uncanny foresight — but read the wrong future — or the bad luck Farmaajo escaped has boomeranged back and found a new host. The attached text is from Kampala, and it documents how President Hassan Sheikh, now in power, faced external powers declaring Somalia’s security “in shambles” and openly trying to place him under supervision. Below are the recommendations of the TCCs, UN, AU, and Western powers (USA, UK, and EU) whom President HSM met in Kampala on 25 April 2025: •The current AU-UN mission (AUSSOM), with 12,000 troops, urgently needs an additional 8,000 soldiers. •Bilateral troops are also urgently needed to reinforce the proposed 20,000-strong AUSSOM and non AUSSOM force. •More air assets, surveillance, and intelligence capabilities are required. •The AU should seek resources from non-traditional donors, including the private sector and companies. •The FGS and FMS must work together against Al-Shabaab. •Clan fighters should be mobilized to hold and secure liberated areas. •AUSSOM must also focus on rebuilding Somali state institutions — not just fighting. •President Museveni of Uganda now crowned as the “Dean” of the TCCs, is to chair a watchdog body that would oversee and hold the Somali government to account — monitoring and evaluating its progress.
