A: No official tender documents or detailed selection criteria have been publicly released by OPRB, but investigations by the Odisha Crime Branch (initiated in October 2025) reveals the process appears to have bypassed standard e-procurement protocols under Odisha's tender system, raising questions about due diligence.
Q: How did subcontracting handover happen and rationale behind Panchsoft selection ?
A: It was multi-layered subcontracting (OPRB → ITI → Silicon → Panchsoft) . ITI Limited is a Central PSU under the Department of Telecommunications, was chosen for its expertise in IT services for exams. No competitive bidding done in selection on Silicon Techlab. Investigations found Panchsoft had no prior major contracts and was allegedly selected due to local connections, enabling the malpractice.
