I've heard of pay-to-play in the PR world, but recently, a client has been getting requests from "magazines" that don't ask for $ but instead ask for a list of suppliers/vendors so they can sell them ad space. CEO Magazine is the most recent one.

Paying for media is OK - if that's what you want to do - but paid media masquerading as earned media is also known as a scam.

As Gale says in this thread, many aren't aware that this is happening - but it is rampant. Pay-to-play does not equal earned media. Fine if you want to pay - but be transparent about it - on both sides. #PRscams

Earned media _never_ comes with a guarantee.
If someone is asking you to pay for a placement - or an award - or a "best of" list - that isn't earned media - it's paid media. And, it's less credible.
