You can go on it right now and order an absentee ballot - for any citizen who is registered to vote in Wisconsin. And the Wisconsin Election Commission (WEC) thinks they are cute by not allowing the typical VPN access to order a ballot for someone else. But they appear not to know one can do IP spoofing, plus there are numerous ways to do it. China could be ordering 10,000 ballots and WEC would never know it.
