Votes can be changed after person votes. There is no place for electronics in elections. If you use scanners you should have strict chain of custody w/ risk limiting audits.

Mail-in ballots are "counted" by easily-rigged optical scanners (computerized voting machines) +easily-rigged EMS machines. Paper+audit's aren't enuf, we've had paper in 70% states for yrs w/problems.
We've had lots of #HMPB, but signs of fraud+error still oozed from concealed counts inside of scanners+EMS.
When granted, access seldom helped. Even in CRITICAL '00,'04,'16—audits,recounts,court cases failed public trust.

Well yes and no. Plenty of places have had #HandMarkedPaperBallots all along and we've seen plenty of evidence of fraud in these places. Poll workers can't see inside optical scanners. So those ballots ALSO have to be PUBLIC RECORDS, accessible for inspection, audit, & recount.

"Digital tallies" DON'T equal "counted tallies".
This is true with all scanners, all image/ballot pairs, & if ANY electronics' used, more count changes w/EMS or added servers can easily occur. Audits DON'T find nor fix this
@kireau Optical-scanner or image scanner. It uses full-size paper ballot that voter fills out then puts into scanner that reads their marks and produces digital tallies. The votes on the paper ballot can then be compared against the digital tallies to ensure they're correct.

I see some confusion by advocates calling for #HandMarkedPaperBallots who believe this is the same thing, when truth is #HMPB are counted by easily-rigged scanners. So I wonder why your profile just says #HMPB?
@JonathanSimon14 45+VP resigning sounds great, but it'd be a short-lived success unless we also got #PublicHandCounts without machines or vendors; with public oversight of tallying, registration+ballots. To achieve this with protests+ boycotts would require massive unity on the issue beforehand.
