Children's Health Ireland inquiry leaves angry families feeling betrayed ✍️John Mooney When Gillian Sherratt and Stephen Morrison met Simon Harris and Jennifer Carroll MacNeill, the health minister, last November, they brought with them the unimaginable grief of losing their nine-year-old son, Harvey. The boy’s death in July last year after his scoliosis surgery was much belated had provoked public outrage, a political firestorm and calls for the tanaiste’s resignation. Carroll MacNeill raised concerns over the timeline of any inquiry, warning she did not want a process that could drag on for “seven or eight years”. Her position was swiftly rejected by Claire Cahill, a campaigner whose son is among those failed by the system. Cahill pointed out she had met Harris as far back as 2015, demanding an inquiry. Time, she argued, had already run out. ..A non-statutory review, Bradley insisted, was off the table. Nothing short of a full tribunal of inquiry with powers to compel witnesses and seize documents would suffice. “This issue,” Bradley told the ministers, “was a misappropriation of lives, not funds.” Carroll MacNeill was quick to reject the comment. Funds were not the state’s priority, she said; the interests of children were paramount. After more debate, she said she would take a memo to the government informing them of her intention to establish a statutory public inquiry that would be, in principle, a tribunal of inquiry, according to the minutes. For his part, Harris welcomed the agreement, saying both sides had moved further than they had intended and he hoped this was the right call. On Saturday, September 26, the parents and the organisations representing vulnerable children and their families entered that new world when they were asked to attend an online briefing to outline the type of inquiry Carroll MacNeill was planning. That it was being announced during budget week was not lost on anyone. The first sign that something was wrong came when Harvey’s parents told campaigners they had not been invited. Sherratt had texted Harris directly that week, expressing concerns, but received no response. The grieving mother is not alone in holding such views. “I am not into government-bashing, but I would not believe anything this government says,” said Gareth Fitzpatrick, whose son Connor was born with spina bifida. "There is a fear among the government that if people are compelled to go to an inquiry, that they may actually turn around under oath and tell the truth. I have spoken to staff in these hospitals. It's extremely difficult to work in these places because staff see what's going on. I don't believe that any person purposely sets out to harm a child. I just believe bad practices, bad environment, bad procedures, bad follow-ups, bad aftercare are all part of this issue." Another factor driving political tension was the pressure it had put Harris under; he promised in 2017 that no child would be left waiting for scoliosis surgery, but the reality on the ground remained a landscape of cancelled appointments and bureaucratic hold-ups. Campaigners also claim that CHI discharged teenagers who were waiting for vital surgical procedures. resulting in them being unable to walk properly or being left bedridden.
